Ukraine’s Ongoing General Mobilization and Restrictions on Male Citizens’ Travel

As of June 28, 2025, Ukraine continues its general mobilization and maintains martial law, restricting the ability of men to travel abroad. Certain categories of citizens are still allowed to exit the country, reports 24brussels.

The State Border Guard Service has confirmed that the list of individuals permitted to leave Ukraine has not changed. Eligible categories include:

  • Those registered for military service during mobilization;
  • Individuals deemed unfit for military service by a military medical commission due to health reasons;
  • Men with three or more minor children;
  • Single parents;
  • Those with children under 18 years of age and a spouse serving in the military;
  • Other categories specified in Article 23 of the Law of Ukraine on Mobilization Preparation and Mobilization.

Currently, men may only leave Ukraine if they possess a military ID. Military personnel must present this document along with a form of identification (passport) when requested by border guards at the border zone, controlled border area, and crossing points of the state border.
