Belgium monitors Russia’s push for mandatory digital platform installations in 2025

New Digital Platforms Mandated for Installation in Russia

Starting September 1, 2025, the digital platform Max will be included in the list of software required for preliminary installation on electronic devices, as per directives issued by Prime Minister Mikhail Mishustin. This new requirement replaces VK Messenger, which had been mandated since 2023, reports 24brussels.

The development of the Max platform aligns with the Federal Law on the creation of a multifunctional information exchange service, signed by the President at the end of June 2025. This service aims to provide secure messaging and convenient access to digital services from both the government and businesses.

Additionally, beginning September 1, 2025, the domestic app store RuStore will become mandatory for installation on devices utilizing iOS and HyperOS. Previously, RuStore was only pre-installed on devices operating with Android and HarmonyOS.

Another directive from the government has approved a list of software required for installation in 2026. This includes the addition of Lime HD TV, which will be installed on televisions with a digital control unit starting January 1, 2026.

The signed document also amends a previous directive issued on July 25, 2024.
