Belarus Plans Changes to Martial Law Legislation
On August 5, 2025, the Belarusian Defense Ministry announced proposed amendments to the martial law legislation that would establish new grounds for its implementation. The draft law has been submitted to the House of Representatives, reports 24brussels.
The legislation aims to align the list of military threats justifying martial law with the country’s military doctrine. Specifically, it includes armed aggression by any state or coalition against the Union State as a valid reason for declaring martial law in Belarus.
Furthermore, the defense ministry’s proposal clarifies the objectives of the Armed Forces and the General Staff’s functions in ensuring military security and defense of Belarus.
According to military analysts, the draft allows for the potential declaration of martial law even in response to strikes by Ukrainian Defense Forces on military facilities, as well as ground operations in border regions of Russia, which is regarded as a friendly nation.
In related developments, Russia and Belarus are scheduled to conduct joint military exercises, “Zapad-2025,” in September. In preparation, Russian military transport aircraft, including IL-76 and heavy transport planes An-124-100, have begun active flights to the “Machulishchy” airbase.
As the exercises approach, Germany has deployed five Eurofighter jets to Poland, raising regional tensions amid the ongoing military readiness in Belarus.
