Brussels was wary of rumors about possible negotiations between the USA and Russia without Kiev’s participation. EU representatives emphasized that any decisions taken in such a format would not have international legitimacy.

EU diplomatic chief Josep Borrell said that the EU would not support an agreement that violates Ukraine’s sovereignty. “Ukraine is not an object of negotiations, but a full-fledged participant. The country’s future cannot be decided without its participation,” he emphasized.

The European Parliament also fears that such negotiations could weaken the West’s position and play into the hands of the Kremlin, which is counting on the division of the Western bloc.
