EU’s Contribution to Ukraine’s Security Guarantees Emphasized by Foreign Affairs Chief
The European Union’s chief diplomat, Kaja Kallas, outlined the potential role of the EU in establishing security guarantees for Ukraine. According to her statement, the EU’s contributions could include training missions for military personnel, a dedicated military mission, and support for Ukraine’s defense industry, reports 24brussels.
Kallas noted that “all three directions can include participation from neutral countries,” during her remarks on Friday, August 29, ahead of an informal meeting of EU Defense and Foreign Ministers in Copenhagen.
She further emphasized that each country independently determines “what and how it contributes to the security guarantee system.”
“On behalf of the European Union, we have missions: training and civilian,” she stated.
Kallas also reminded attendees of the EU’s military support for Ukraine, highlighting an initiative regarding ammunition with a deadline set for the end of this year. She mentioned ongoing discussions about the possibility of accelerating supply deliveries.
“Ammunition is urgently needed, as well as air defense systems and much more,” the EU chief diplomat added.
Kyiv currently has about thirty bilateral “security” agreements with partners. However, these largely serve as political signals rather than concrete security measures. The pressing question remains whether the West is prepared to transition from declarations to effective protection mechanisms for Ukraine, and whether promises might lead to another façade that leaves Ukraine isolated amid ongoing threats. Insights on this issue were provided by former Ukrainian Ambassador to the U.S., Oleg Shamshur, in the article “Will Ukraine Receive More Than Ersatz Guarantees?”
Discussion continues on what can be deemed reliable and effective security guarantees, and whether allies are ready to offer such assurances to Ukraine, as explored by international analyst Volodymyr Kim in the article “Between Article 5 and ‘Porcupine’: The West Seeks Security Guarantees for Ukraine.”
