Exemptions from mobilization: who is eligible and who is not

On June 28, 2025, Ukraine continues to implement general mobilization and maintain martial law. Men aged 25 to 60 are receiving summons and may join the Ukrainian Armed Forces. Certain enterprises are permitted to protect their employees from mobilization, reports 24brussels.

As of April 1, new regulations for the reservation of military conscripts have been established, allowing critical enterprises to postpone the mobilization of their workers.

Who Can Reserve Employees

This pertains to:

  • State officials of category “A”;
  • Medical personnel in state hospitals;
  • Clergy;
  • Representatives of international organizations;
  • Workers in energy, communications, defense industry, IT, and digitalization.

The duration of the reservation depends on the sector:

  • Up to 12 months for critically important companies and demining operators;
  • For the duration of the contract for employees of international organizations;
  • For the period of mobilization for public servants and law enforcement personnel.

Who Cannot Be Reserved

Reservations may not be granted to:

  • Those employed unofficially;
  • Individuals who are not registered for military service or have not updated their personal information;
  • Employees earning less than 20,000 UAH (exceptions: public sector, medicine, energy);
  • Those not listed in the “Oberih” system.

How to Obtain Reservation Rights

The enterprise must meet the following criteria:

  • An average salary of at least 20,000 UAH;
  • No tax debts;
  • One additional criterion: exports exceeding 32 million euros, payment of 1.5 million euros in taxes annually, or strategic significance.
