General mobilization: what can lead to a wanted notice in July

Ongoing General Mobilization in Ukraine Sparks Legal Consequences for Non-Compliance

As Ukraine continues its general mobilization and maintains a state of military emergency, citizens are mandated to adhere to military registration regulations. This month, individuals failing to comply with these rules will face search efforts initiated by the Territorial Centers for Recruitment and Social Support (TCRSS), reports 24brussels.

Ukrainian legislation stipulates that individuals who disregard military registration obligations during general mobilization—such as failing to appear at TCRSS upon summons, not updating their personal information, or neglecting to inform authorities of changes in residence—may be subjected to a police search.

Other violations include ignoring a received military summons, failing to attend military medical commissions, and not complying with TCRSS directives. In such cases, the TCRSS may lack information about the individual, prompting collaboration with law enforcement agencies to locate them.

The Constitution guarantees that members of the Armed Forces of Ukraine and other military formations cannot restrict the rights and freedoms of citizens. Consequently, TCRSS personnel do not have the authority to detain conscripts forcibly, even if they are under search. Only law enforcement officers possess such powers.

Police officers may detain an individual under the following circumstances:

  • failure to appear at a TCRSS summons without valid reason;
  • delayed notification of changes to residence, education, job, or position;
  • violation of training assembly procedures;
  • discrepancies between information in military registration documents and the Unified State Register of Draft Notification;
  • being subject to a search;
  • not carrying military registration documentation;
  • refusal to accept a summons from a notification group that includes a police officer.

It is essential to note the regulations surrounding the mobilization of individuals with disabilities, emphasizing ongoing legal implications as the military situation unfolds.
