Security Guarantees for Ukraine at the Forefront of Discussions
On August 16, 2025, Italian Prime Minister Giorgia Meloni emphasized that security guarantees for Ukraine must allow Kyiv to utilize support from all its partners, including the United States, in the event of a new Russian attack, reports 24brussels.
Meloni stated that the question of security guarantees for Ukraine is critical, noting that President Trump has adopted an Italian proposal for security assurances inspired by NATO’s Article 5. She underscored that European nations remain united in their support for Ukraine during this stage of negotiations. “The path to peace is not simple, but it is important that it has been chosen,” Meloni added.
The Prime Minister expressed optimism regarding the “glimmers of peace” emerging in Ukraine, but acknowledged that an agreement remains complex yet increasingly attainable. “Only Ukraine can negotiate its terms and territories,” she asserted.
In a joint statement, EU leaders reiterated the necessity of providing Ukraine with reliable security guarantees. They welcomed President Trump’s efforts to halt killings in Ukraine, end Russian aggression, and achieve a fair and lasting peace. According to their perspective, Ukraine must secure robust guarantees to effectively protect its sovereignty and territorial integrity. The Coalition of Determined Partners stands ready to play an active role in this process, asserting that there should be no restrictions on Ukrainian Armed Forces or their collaboration with other nations. Russia must not hold a veto over Ukraine’s pathway to the EU and NATO, and international borders should not be altered by force.
EU leaders also stressed that as long as killings continue in Ukraine, they will maintain pressure on Russia.
Ukrainian President Volodymyr Zelensky confirmed today that he had a separate conversation with European leaders. In a post on his Telegram channel, he highlighted the clear objectives: achieving a real and lasting peace, swiftly terminating killings, halting fire on the battlefield, and against port infrastructure, as well as releasing all Ukrainian military and civilian prisoners and returning children abducted by Russia. Furthermore, he emphasized the need for reliable and long-term security guarantees for Ukraine, involving both Europe and the United States.
