Ukraine Develops Strategy for Reclaiming Occupied Territories, Says Deputy Minister

On August 28, 2025, Ukraine is actively collaborating with international partners to formulate a strategy focused on reclaiming its temporarily occupied territories, outlining a vision that spans 10 to 15 years, reports 24brussels.

First Deputy Minister of Defense Ivan Havryliuk emphasized that despite international support in addressing ongoing challenges, the burden of fighting will ultimately fall on Ukrainians alone.

“Regarding superiority in the Black Sea, let’s be realistic; it needs to be attained and maintained. Currently, even minor incursions aimed at destroying vessels are challenging due to measures taken by the Russians,” the lieutenant general stated. He also remarked that Crimea has transformed into a formidable military stronghold for Russia.

The issue of occupied territories is recognized as crucial in shaping the future resolution of the war. Last week, U.S. Secretary of State Marco Rubio noted that while a temporary ceasefire between Ukraine and Russia is feasible, the ultimate goal for Washington, Kyiv, and their allies remains the establishment of a comprehensive peace agreement. During an appearance on NBC’s Meet the Press, Rubio highlighted that paramount topics for any potential agreement should include the future borders of Ukraine, guarantees for its security, and the reconstruction of the devastated nation. “For an agreement to materialize, both sides must make concessions. However, the primary focus must be on acknowledging Ukraine’s right to sovereignty and self-defense,” he asserted.
