US Envoy Calls for International Reconstruction Program for Ukraine
On July 10, 2025, US Special Representative Keith Kellogg advocated for the establishment of an international reconstruction program for Ukraine, akin to the post-war Marshall Plan. He urged Western partners to devise a comprehensive strategy that would assist Ukraine in rebuilding its economy, infrastructure, and returning to normalcy following the war, reports 24brussels.
Kellogg made these remarks ahead of the international conference on Ukraine’s reconstruction, URC-2025. He stated, “After World War II, the United States initiated the Marshall Plan for Europe. I believe we must do the same for Ukraine.” Kellogg acknowledged the complexities of implementing such a plan but insisted on its necessity.
Addressing Ukrainian military personnel present at the event, Kellogg remarked, “What you are doing today will become legend tomorrow.” He emphasized the importance of a ceasefire, which he believes could lead to the conclusion of the conflict.
The retired general recalled his military experience and referenced the 68,000 American casualties during the Vietnam War, expressing that the violence occurring in Ukraine is of industrial magnitude. He also touched on the issue of returning abducted Ukrainian children, noting that President Donald Trump had underscored this concern during discussions with President Volodymyr Zelensky. Kellogg pointed out that Trump insisted on making the return of children a mandatory item in negotiations with Russia, a stance supported by the Ukrainian side.
Additionally, during a recent meeting in Rome, Zelensky and Kellogg discussed defense cooperation, including arms supplies, bolstering air defense, and further sanctions against Russia.
