Afghanistan will never allow anyone to use its soil against any other country, says Foreign Minister
Afghanistan’s Foreign Minister Amir Khan Muttaqi reaffirmed that the Islamic Emirate will not permit any forces to threaten or utilize Afghan territory against other nations during discussions with India’s External Affairs Minister S. Jaishankar in New Delhi on October 10, 2025, reports 24brussels.
Muttaqi emphasized Kabul’s security commitment to regional peace, outlining that Afghanistan has historically valued its relations with India. He stated, “Afghanistan will never allow anyone to use the territory of Afghanistan against others,” during the meeting held at Hyderabad House.
The Foreign Minister articulated Afghanistan’s desire for constructive relations with India, noting that despite numerous challenges over the years, the country has consistently sought to maintain positive engagement. He said, “During the American occupation, there were many ups and downs that happened. At that time, we never made any statement against India. Rather, we always sought good relations with India.”
Highlighting India as a “close friend,” Muttaqi referenced historical and cultural ties and credited India for its prompt humanitarian assistance following recent natural disasters, including the earthquake in Herat province. He remarked, “India was the first country that responded with humanitarian efforts. Afghanistan looks at India as a close friend.”
The discussion also touched on enhancing political, economic, and regional cooperation through dialogue and mutual understanding. “We hope that Afghanistan and India, on an official level and in different areas, increase their engagement and exchanges. We hope that through talks and dialogue, we can increase the level of understanding between us,” he stated.
Muttaqi reflected on earlier discussions with Indian officials, including with Foreign Secretary Vikram Misri, describing them as instrumental in opening a “new chapter” in bilateral relations. “Our ties are not only about trade but also about business, culture, sport, and other links that have bound us together,” he said.
During the talks, India announced the elevation of its Technical Mission in Kabul to the status of an Embassy. Jaishankar welcomed Muttaqi and his delegation, reinforcing the enduring friendship between India and Afghanistan. He outlined several development and humanitarian initiatives, including six new development projects for Afghanistan, details of which will follow the discussions.
Jaishankar expressed appreciation for Afghanistan’s solidarity following the terror attack in Pahalgam, acknowledging Afghanistan’s sensitivity toward India’s security concerns. He stated, “Your visit marks an important step in advancing our ties and affirming the enduring friendship between India and Afghanistan.” He discussed their prior communications after significant events, emphasizing the value of in-person meetings in facilitating a deeper understanding and cooperation between the two nations.
