On September 4, 2025, French President Emmanuel Macron announced that Europe is prepared to provide security guarantees for Ukraine, contingent upon a peace agreement with Russia, reports 24brussels.
Macron’s remarks came during a meeting with Ukrainian President Volodymyr Zelensky at the Elysee Palace, where Zelensky arrived to attend a virtual summit of the “Coalition of the Willing.” This summit, co-chaired by Macron and British Prime Minister Keir Starmer, aims to secure concrete security commitments for Ukraine.
Ukrainian officials are pushing for robust security guarantees encompassing land, sea, and air domains. Andriy Yermak, head of the Ukrainian presidential office, stated that these guarantees are Kyiv’s primary expectation following the meeting’s commencement.
More than 30 countries are participating in the summit, either in person or remotely. Yermak engaged in discussions with White House envoy Steve Witkoff, along with European diplomatic and security advisers from the United Kingdom, France, Germany, and Italy.
Yermak emphasized, “Our main task is the practical implementation of the agreements our leaders reach on security guarantees for Ukraine. These guarantees must be strong and effective,” following discussions on further sanctions against Russia and repatriation of Ukrainian prisoners of war and children taken from occupied territories.
Witkoff attended part of the Coalition of the Willing meeting at the Elysee Palace but left for another engagement, with plans to return for a scheduled call with U.S. President Donald Trump at 2 p.m. local time, after which Macron and Zelensky are expected to hold a joint press conference.
The coalition meeting aims to solidify commitments from countries willing to bolster Ukraine’s security post-conflict. Initial discussions on security guarantees considered the deployment of foreign troops in Ukraine, but recent trends have shifted towards sending military instructors to enhance Ukraine’s defense capabilities.
Through these negotiations, Ukraine reiterates its need for sustained support as it navigates a complex geopolitical landscape. The commitment from European allies represents a crucial step toward ensuring Ukraine’s sovereignty and security amid ongoing tensions with Russia.
