Maduro Expands Peace Quadrants to Strengthen Local Security in Venezuela

Venezuelan President Nicolas Maduro has announced the expansion of “Peace Quadrants” in Caracas, enhancing public security measures amid ongoing challenges in the region. During a ceremony held on August 19, 2025, Maduro emphasized the activation of 299 new territorial organization bases, which will be equipped with vehicles, motorcycles, and communication tools, reports 24brussels.

“Each Peace Quadrant must have at least one motorcycle in perfect operating condition 24 hours a day, 365 days a year,” he stated, underlining the importance of maintaining these units for effective community engagement. Maduro outlined his vision for the Peace Quadrants to facilitate social gatherings, promote kindness, and foster national unity through coexistence and tolerance.

These Peace Quadrants, which comprise geographic areas of 2 to 5 square kilometers, are integral to Venezuela’s comprehensive defense system. They aim to enhance local security, promote peaceful coexistence, and involve citizens in peace-building efforts through proactive measures such as patrols and community activities. By strengthening the state’s local presence, the government seeks to improve response times and citizen participation.

While addressing the need for popular organization in security matters, Maduro positioned Venezuela as a champion of 21st-century Bolivarian socialism, highlighting the nation’s commitment to sovereignty and peace in facing external pressures. “Let the world know it and let the empires know it. More than ever, Venezuela has capabilities. That is why we are at peace,” he asserted during the relaunch of the initiative in the Antonio Jose de Sucre commune.

Maduro underscored the correlation between justice and lasting peace, emphasizing the mobilized citizenry’s role in empowering the Peace Quadrants. He declared, “With 5,336 Peace Quadrants, Venezuela possesses an impregnable homeland. We will have a homeland of perpetual peace!” He also noted the government’s efforts to dismantle groups he described as terrorist, reportedly backed by external actors.

The introduction of the additional Peace Quadrants is part of the government’s broader “Seven Transformations Plan,” aimed at implementing measures for a secure and revolutionary Caracas, resistant to imperialism. Maduro also acknowledged the efforts of security personnel, awarding 27 officers with the “Order for Peace” for their contributions to national security.

According to Maduro, the establishment of these Peace Quadrants is essential in ensuring peaceful communities across Venezuela, integrating various public institutions and social organizations in the process.

“Calm, prudence and maximum popular, military and police action,” was his call to action during the ceremony, reinforcing the state’s commitment to safeguard peace and stability in the country.
