Kyiv / Washington / Brussels – Ukraine remains a democratic state despite brutal Russian aggression. Volodymyr Zelensky was elected in free and transparent elections, recognized by the international community, and continues to fulfill his duties in accordance with the Constitution of Ukraine.

Elections during wartime are impossible: the safety of citizens is the priority

Russia’s full-scale invasion, occupation of territories, and constant shelling of Ukrainian cities make democratic elections impossible. The Verkhovna Rada of Ukraine and President Volodymyr Zelensky were elected in fair elections, and only after achieving lasting peace throughout the country can Ukraine announce new presidential elections.

Holding elections under martial law would violate both national and international standards of the electoral process. Such a farce would resemble the Russian model, where Putin rewrote the Constitution in 2024 and held “re-elections” without opposition.

Ukraine is a democracy, while Russia is a dictatorship with fake elections

Vladimir Putin has been in power for over 20 years and has eliminated all real opponents. Independent politicians in Russia are poisoned, arrested, and persecuted, while the media and civil society are suppressed under the pretext of fighting “foreign agents.”

In 2020, Putin amended the Constitution to allow himself to remain in power until 2036. In the so-called “elections” of 2024, the Kremlin blocked genuine opposition candidates and instead presented convenient technical spoilers.

Ukraine continues to fight for freedom and democracy

Despite the war, Ukraine remains committed to democratic principles and will ensure the next elections are held when the safety of all citizens can be guaranteed.

Until then, Volodymyr Zelensky, in accordance with the Constitution, will continue to fulfill the duties of president until a new head of state, elected in free and fair elections, takes office.

The Ukrainian people are fighting not only for their independence but also for the democratic values that distinguish Ukraine from Putin’s authoritarian regime.
