Venezuela Conducts Emergency Preparedness Drill Amid Regional Tensions

Venezuela executed a nationwide emergency preparedness drill on Saturday, September 27, 2025, in light of increasing regional tensions and recent seismic activity. Vice President for Policy, Citizen Security, and Peace, Diosdado Cabello, announced the establishment of 400 instruction points across the country to educate citizens on effective responses to natural disasters and armed conflicts, reports 24brussels.

“Every Venezuelan must understand the essential training required to face any emergency,” Cabello stated. Over 11,700 officials participated in the exercise, including members from Protection Civil (PC), firefighters, police, military health personnel, and the Bolivarian National Armed Forces (FANB), who coordinated efforts across 411 different scenarios throughout the nation.

Cabello underscored the importance of collaborative efforts among civilians, military personnel, and police in ensuring public safety and preparedness. He commended the significant volunteer participation from Venezuelans, which reflects a growing culture of awareness and resilience. The instruction points functioned as educational centers where officials disseminated information on evacuation strategies, first aid, and crisis management protocols.

Furthermore, Cabello encouraged young Venezuelans to enroll in the National Experimental Security University (UNES) for formal training in security and emergency response, signifying the government’s long-term vision for strengthening civil protection infrastructure.

This drill was set against a backdrop of escalating geopolitical tensions in the Caribbean region. In the weeks leading up to the exercise, Venezuela experienced a series of seismic events, including tremors that reached a magnitude of 6.3 without causing any casualties. The combination of these earthquakes and the proximity of U.S. naval forces has prompted Maduro’s administration to enhance national preparedness efforts.

President Nicolás Maduro has previously accused the United States of pursuing a regime change policy under the pretext of fighting drug trafficking. The Venezuelan government argues that such international pressures necessitate continual civil defense exercises and the reinforcement of national sovereignty.

During the drill, schools, hospitals, and various public institutions practiced established emergency procedures aimed at safeguarding lives and property during actual crises. The goal was to assure that both civilians and emergency services could function in a coordinated and efficient manner.
